D.W. Wilburn served as both part-owner and general contractor on the new Frankfort Office Building for the Commonwealth of Kentucky in Frankfort, Kentucky. The project utilized the design-build-finance-develop and maintain delivery method. This unique project approach included phased design, permitting and construction, including a guaranteed maximum price (GMP) for construction as well as long-term maintenance throughout the term of the lease. That GMP was established at contract award prior to construction based on limited design development drawings.
The new 371,000 sf facility includes office and support spaces for five different cabinets for the Commonwealth of Kentucky. The first floor also includes a separate food service area. The building was constructed for optimum energy efficiency, and achieved LEED certification.
Project challenges included beginning construction at the downturn of the building cycle, site issues including sink holes and significant amounts of rock, an extremely short 15-month design and construction window for a project of the overall size and scope.
