D.W. Wilburn is currently serving as both part-owner and general contractor on Capital Plaza Redevelopment project for the Commonwealth of Kentucky in downtown Frankfort, Kentucky. The project is utilizing the design-build-finance-develop and maintain delivery method. This unique project approach included phased design, permitting and construction, including a guaranteed maximum price (GMP) for construction as well as long-term maintenance throughout the term of the lease. The GMP was established at contract award prior to construction based on limited design development drawings.

 

The project includes relocation of site utilities, demolition of the existing Capital Plaza Tower and Frankfort Convention Center, site design, new parking structure construction, new office building, new plaza configuration. The new parking garage is a four-story, 1,081-space parking garage. The new office building is a 388,000-SF facility with office and support spaces for Commonwealth of Kentucky employees. The first floor also includes lobby, hearing rooms, health clinic, sundry shop, mechanical and electrical rooms and loading dock area. Project challenges included fast-track, phased design, demolition and construction schedule, major site utility relocation (and maintaining power throughout to occupied facilities), traffic circulation and road closures, large-scale demolition sequences near occupied facilities, and limited site and staging throughout construction sequences in a downtown urban area with significant traffic and occupant circulation.
